Every technological revolution arrives with remarkably similar promises. Radio was expected to democratise education. Television would transform learning. The internet would make knowledge universally accessible. Artificial intelligence is now presented as the next great breakthrough. History, however, suggests that technology rarely transforms societies on its own. Countries benefit when they build the institutions, skills and governance needed to shape new technologies around their own priorities.
